USITC VOTES TO CONTINUE CASES ON CALCIUM HYPOCHLORITE FROM CHINA

The United States International Trade Commission (USITC) today determined that there is a reasonable indication that a U.S. industry is materially injured by reason of imports of calcium hypochlorite from China that are allegedly subsidized and sold in the United States at less than fair value.

All six Commissioners voted in the affirmative.

As a result of the Commission's affirmative determinations, the U.S. Department of Commerce will continue to conduct its investigations on imports of this product, with its preliminary countervailing duty determination due on or about March 13, 2014, and its antidumping duty determination due on or about May 27, 2014.

The Commission's public report Calcium Hypochlorite from China (Investigation Nos. 701-TA-510 and 731-TA-1245 (Preliminary), USITC Publication 4452, February 2014) will contain the views of the Commission and information developed during the investigations.

Product Description: Calcium hypochlorite is a chemical compound used primarily as a
sanitizing agent for swimming pools, spas, and municipal water treatment systems. These
investigations cover calcium hypochlorite, regardless of form (e.g., powder, tablet (compressed),
crystalline (granular), or in liquid solution), whether or not blended with other materials,
containing at least 10% available chlorine measured by actual weight. The scope also includes
bleaching powder and hemibasic calcium hypochlorite.

Calcium hypochlorite has the general chemical formulation Ca(OCl)2, but may also be sold in a
more dilute form as bleaching powder with the chemical formulation,
Ca(OCl)2.CaCl2.Ca(OH)2.2H2O or hemibasic calcium hypochlorite with the chemical formula of
2Ca(OCl)2.Ca(OH)2 or Ca(OCl)2.0.5Ca(OH)2.
