ITC VOTES TO END CASES ON CERTAIN COLORED SYNTHETIC ORGANIC OLEORESINOUS PIGMENT DISPERSIONS FROM INDIA

The United States International Trade Commission (ITC) today determined that there is not a reasonable indication that a U.S. industry is materially injured or threatened with material injury by reason of imports of certain colored synthetic organic oleoresinous pigment dispersions from India that are allegedly subsidized and sold in the United States at less than fair value.

All four Commissioners voted in the negative.

As a result of the Commission's negative determinations, the investigations will end.

The Commission's public report Certain Colored Synthetic Organic Oleoresinous Pigment Dispersions from India (Investigation Nos. 701-TA-436 and 731-TA-1042 (Preliminary), USITC Publication 3615, July 2003) will contain the views of the Commission and information developed during the investigations.

Certain Colored Synthetic Organic Oleoresinous Pigment Dispersions from India
Investigation No. 701-TA-436 and 731-TA-1042 (Preliminary)

Product Description: For purposes of this investigation, the products covered are certain colored synthetic organic pigment dispersions are classified in either the Azo or Phthalocyanine chemical classes that have been dispersed in an oleoresinous organic varnish comprised of various combinations of solvents, oils and resins. The subject pigment dispersions are commonly known as "flush" or "flushed color," but the base form of the subject dispersions are also included in the scope of the investigation. The merchandise subject to this investigation is provided for in subheadings 3204.17.6020, 3204.17.6085, 3204.17.9005, 3204.17.9010, 3204.17.9015, 3204.17.9020, 3204.17.9045, 3204.17.9050, 3204.17.9055, and 3204.17.9086 (which, prior to July 2002, was 3204.17.9085).
