Commissioners Crawford, Hillman, and Askey determined that imports of certain steel wire rod are not a substantial cause of serious injury, or threat thereof, to an industry in the United States. Under section 202 of the Trade Act of 1974, only those three Commissioners who voted in the affirmative on injury are eligible to vote on remedy, although those Commissioners who voted in the negative may submit their views on remedy. In light of their negative determination, Commissioners Crawford, Hillman, and Askey do not believe any import relief is appropriate in this investigation. Their views on injury, and any views they may submit as to remedy, will be available on July 12, 1999.
The Commission was equally divided on injury. Therefore, under section 330 of the Tariff Act of 1930, the President may consider either the determination of Commissioners Crawford, Hillman, and Askey, or that of Chairman Bragg, Vice Chairman Miller, and Commissioner Koplan, to be the determination of the Commission.
