The ITC, an independent, nonpartisan, factfinding federal agency, conducted the investigation at the request of the U.S. Trade Representative. As requested, the ITC reported on developments in the U.S. broom corn broom industry since November 28, 1996, when the President, pursuant to section 203 of the Trade Act of 1974, issued Proclamation 6961, temporarily increasing duties on imports of certain types of broom corn brooms. The ITC's report includes information on the progress and specific efforts made by workers and firms in the industry to make a positive adjustment to import competition.
